IOI Rio City: Transforming Puchong into a Modern, Integrated 15-Minute City
IOI Properties Group Bhd recently revealed its latest venture, IOI Rio City, a massive 100-acre integrated development within the Bandar Puteri Puchong township. With a projected gross development value (GDV) of RM12 billion, this ambitious project will span residential, office, and retail spaces, including a brand-new shopping destination, IOI Mall Rio, designed to cater to Selangor’s evolving urban lifestyle.
The Vision for IOI Rio City
Planned over a 12-year development period, IOI Rio City aligns with a 15-minute city concept that prioritizes convenience and accessibility. This approach will enable residents and visitors to access essential services, workspaces, and leisure activities within a short distance.
According to Teh Chin Guan, COO of Property Development (Malaysia) at IOI Properties, the first five years will see the development of 1,600 residential and commercial units, adding significant living and working space to Puchong.
A Glimpse into IOI Mall Rio
A centerpiece of IOI Rio City, IOI Mall Rio promises to become a shopping and lifestyle hotspot. With one million sq ft of net lettable area and over 300 retail units, the mall will house a wide selection of food and beverage, fashion, electronics, and entertainment options. Unique to IOI Mall Rio, a convention center and sports hall will cater to events and community activities, setting it apart from the nearby IOI Mall Puchong.
Construction of IOI Mall Rio is expected to begin in mid-2026, with an anticipated opening in 2030. Chris Chong, COO of Property Investment (Malaysia), emphasizes that the mall aims to attract a younger, vibrant audience that resonates with Puchong’s shifting demographics.
Key Features and Connectivity
To enhance accessibility and eco-friendly commuting, IOI Rio City’s master plan includes shaded walkways, bicycle lanes, and link bridges connecting key areas, such as Taman Perindustrian Puchong LRT station and the Puchong Financial Corporate Centre. This design will ensure seamless mobility, making it a pedestrian and cyclist-friendly development.
The community-focused design, inspired by IOI Properties’ developments like IOI Central Boulevard Towers and South Beach in Singapore, will incorporate workspaces, learning facilities, and wellness amenities to create a self-sustaining urban environment.
A Look Back: The 2020 Launch of IOI Rio
Phase 1 of the IOI Rio masterplan, launched in 2020, included 2Rio Office Park, 2Rio Tower, 2Rio Residence, and 2Rio XChange retail shops. While the office and retail spaces have been operational since 2021, 2Rio Residence—a serviced apartment—is slated for completion in 2025, continuing to add value to the comprehensive IOI Rio City vision.
