The long-awaited Penang Light Rail Transit (LRT) project has reached a major milestone, with the appointment of a systems and rolling stock contractor expected by the end of 2025, according to Transport Minister Anthony Loke Siew Fook.

“An open tender for the second main civil works package (CMC2), covering the Macallum-to-Penang Sentral alignment and the bridge across the Penang Strait, will also be launched soon,” Loke confirmed.

He added that the CMC2 contract is expected to be awarded by mid-2026, with the entire Penang LRT scheduled for completion by December 2031.

2. Physical Works and Land Acquisition Progressing Smoothly

Despite the project’s scale and complexity, physical works are already underway at multiple sites, marking visible progress on Penang Island.

Loke revealed that land acquisition involving 270 lots is ongoing, with 103 state-owned lots already handed over to facilitate early works.

“The acquisition of private land will be completed soon under the Land Acquisition Act 1960,” he said, noting that compensation amounts are still being determined.

The first major contract, awarded in January 2025 to SRS Consortium — led by Gamuda Bhd with partners Loh Phoy Yen Holdings and Ideal Property Group — covers a 24km stretch with 19 stations.

After a value management review, the contract cost was adjusted to RM7.93 billion. The overall budget ceiling has since been revised to RM16–17 billion, though the final figure may differ based on ongoing evaluations.

More than just a transport project, the Penang LRT will physically and economically bridge Penang Island and Seberang Perai, creating seamless connectivity across key growth corridors.

The planned Penang Strait crossing, part of the second civil package (CMC2), will directly link Komtar, Macallum, and Penang Sentral, dramatically cutting travel times and easing congestion.
