Penang Targets 220,000 Affordable Housing Units by 2030, Supporting Homeownership for Low- and Middle-Income Residents
The Penang government has delivered 170,000 affordable housing (RMM) units to date as part of the Penang2030 vision to provide affordable homeownership options for low- and middle-income groups. This initiative aims to reach 220,000 housing units by 2030, potentially benefiting around one million residents in Penang, which has a current population of 1.8 million.
Datuk Seri S Sundarajoo, chairman of the State Housing and Environment Committee, emphasized the state’s commitment to this goal. “The Penang government is deeply concerned for the people, and this is probably one of the only states that provides affordable housing for more than 50% of the population,” he noted at the Exclusive Reveal of Vivo Executive Apartment by Aspen Vision City Sdn Bhd.
Addressing Housing Needs Across Income Levels
Affordable housing units on Penang’s mainland are priced between RM42,000 and RM250,000, while units on the island are available between RM42,000 and RM300,000. Applications undergo thorough eligibility verification, although Sundarajoo highlighted ongoing efforts to streamline the process and reduce waiting times.
Sundarajoo also acknowledged the challenges faced by middle-income residents who fall between the eligibility for affordable housing and the affordability of high-end condominiums, typically priced at RM600,000 and above. As a solution, he commended developers like Aspen Vision City for offering medium-range housing options.

State Local Government, Town and Country Planning Committee chairman H’ng Mooi Lye reaffirmed Penang’s commitment to sustainable growth with eco-city guidelines that integrate energy efficiency, green practices, and community well-being into urban development. “Aspen Vision City exemplifies this approach, serving as a model for harmonizing modern living with environmental responsibility,” H’ng added.
