SkyWorld and PDC Collaborate on Malaysia’s Largest Affordable Housing Initiative

SkyWorld Development Bhd has joined forces with Penang Development Corp (PDC) and its subsidiary PDC Properties (PDCP) to embark on a groundbreaking affordable housing initiative in Penang. The project, valued at RM13 billion, spans 195.54 acres in Seberang Jaya and Batu Kawan and aims to deliver over 35,000 affordable housing units targeted at the M40 income group.


A Visionary Affordable Housing Project

The collaboration, formalized in a ceremony attended by Prime Minister Datuk Seri Anwar Ibrahim, Housing and Local Government Minister Nga Kor Ming, and Penang Chief Minister Chow Kon Yeow, underscores a commitment to addressing Malaysia’s housing crisis.

  • Pricing between RM225,000 and RM420,000, catering to households earning less than RM11,800 per month.
  • A construction timeline spanning 15 years.

Accelerating Housing Development Approvals

In his address, PM Anwar Ibrahim emphasized the importance of expediting submission processes to reduce costs and fast-track construction timelines.

“By cutting approval timelines from a year to three months, costs per unit could be reduced by RM5,000 to RM10,000. This project is an opportunity to showcase efficiency in affordable housing development,” said Anwar.

He highlighted the critical need for housing that supports family life, particularly in urban centers like Penang, Kuala Lumpur, and Johor Bahru.


Meeting the 12th Malaysia Plan Target

Housing Minister Nga Kor Ming affirmed that the government is on track to meet its 12th Malaysia Plan (12MP) target of delivering 500,000 affordable homes by 2025.

With 443,000 units already secured—89% of the target—the Penang initiative will play a significant role in achieving this goal.

  • 34.04 acres in Seberang Jaya and 161.5 acres in Batu Kawan dedicated to the project.

“The project is not only a milestone for Penang but also a blueprint for tackling Malaysia’s broader housing issues,” said Chow.
