UEM Sunrise Receives Full RM415 Million From EXSIM for KLCC Development Rights

UEM Sunrise Bhd has received the full RM415 million guaranteed payment from EXSIM for development rights over a 1.59-acre freehold commercial site near Kuala Lumpur City Centre (KLCC), marking an important financial milestone for the proposed mixed-use development.

In a Bursa Malaysia announcement dated 30 October 2026, UEM Sunrise confirmed that the outstanding balance had been received under the development rights agreement signed on 3 July 2026.

The agreement involves UEM Sunrise’s indirect wholly owned subsidiary, Aurora Tower At KLCC Sdn Bhd, and EXSIM KL City Centre Sdn Bhd, formerly known as EXSIM KLCC Sdn Bhd.

Located at the junction of Jalan Ampang and Jalan P Ramlee, the land is proposed for a development incorporating a hotel, hotel residences and retail facilities, subject to the necessary approvals.

The payment completes EXSIM’s guaranteed financial commitment under the agreement, although the physical development remains at a separate stage.

EXSIM Completes RM415 Million Payment Ahead of Year-End

The original development rights agreement established a guaranteed entitlement of RM415 million payable to UEM Sunrise through its subsidiary Aurora Tower.

The payment was structured in three instalments, beginning with 10% on 26 June 2026, followed by another 15% on 3 July.

The remaining 75%, equivalent to approximately RM311.26 million, was received on 30 October 2026.

This confirms that UEM Sunrise has collected the entire guaranteed amount rather than relying on future scheduled payments.

Under the agreement, EXSIM is responsible for obtaining the relevant development approvals and undertaking the project at its own cost.

The arrangement allows UEM Sunrise to realise value from an existing landholding without directly carrying the project’s full construction and development responsibilities.

However, receiving the guaranteed entitlement does not mean that the project has been completed, that planning approval has been granted, or that any future commercial units have been launched for sale.

Prime 1.59-Acre Freehold Site at Jalan Ampang and Jalan P Ramlee

The land, identified as Lot 149, Seksyen 58, Bandar Kuala Lumpur, measures approximately 6,426 sq m, or 69,169 sq ft.

Its location near the Jalan Ampang and Jalan P Ramlee junction places it within one of Kuala Lumpur’s most established commercial and hospitality districts.

The surrounding KLCC area includes major office towers, hotels, residential developments, retail destinations and public transport connections.

This setting creates several possible commercial uses, particularly for hospitality and mixed-use development aimed at business travellers, tourists and residents seeking a central Kuala Lumpur address.

UEM Sunrise acquired the site in January 2008, making it a long-held land asset within the group’s portfolio.

The land had a reported net book value of RM320.7 million as at 31 December 2025, while an independent valuation dated 22 February 2026 placed its market value at RM327 million.

The RM415 million guaranteed entitlement is higher than that valuation, although it should not be interpreted as a straightforward land sale price because the arrangement concerns development rights and includes additional contractual provisions.

Proposed Hotel, Hotel Residences and Retail Mall

EXSIM’s development rights cover a proposed mixed-use project comprising a hotel, hotel residences and a retail mall, or other components permitted under the relevant approvals.

This proposed combination would introduce a hospitality-led development into a district already characterised by high concentrations of commercial accommodation, retail facilities and serviced residences.

For the KLCC property market, the ultimate positioning of the project will depend on its approved design, accommodation mix, operating model and intended customer segments.

The participation of EXSIM is also relevant given the developer’s experience in high-density residential and commercial projects in Kuala Lumpur.

Nevertheless, no confirmed launch pricing, final unit mix or approved building specifications have been disclosed in the latest payment announcement.

The agreement provides for a development period of 10 years from the landowner’s receipt of the full guaranteed entitlement, subject to any permitted extension.

The original transaction disclosure indicated an expected completion date of 31 December 2036, barring unforeseen circumstances.

This is a long-term development arrangement rather than an indication that construction completion is imminent.

UEM Sunrise Retains Potential Profit-Sharing Upside

Beyond the guaranteed RM415 million, UEM Sunrise retains a contractual entitlement linked to the project’s eventual profitability.

Under the agreement, Aurora Tower is entitled to 10% of the portion of actual development profit before tax exceeding RM610 million.

This mechanism gives UEM Sunrise potential additional financial participation if the completed project performs sufficiently well.

However, the RM610 million figure is a profit threshold, not a guaranteed return or confirmed future earnings.

Any additional payment will depend on the project’s actual financial results and the agreement’s applicable terms.

In its July disclosure, UEM Sunrise estimated that recognition of the guaranteed entitlement would generate an accounting gain of approximately RM66 million for the financial year ending 31 December 2026.

The company also indicated that the proceeds would be directed towards partial repayment of borrowings and working capital requirements.

This provides the group with greater flexibility to allocate capital across its existing development pipeline, particularly projects in Malaysia’s Central and Southern regions.

Why the Transaction Matters for KLCC Commercial Property

The arrangement illustrates how a developer can unlock value from centrally located land without necessarily undertaking the entire development itself.

For UEM Sunrise, the immediate advantage is the receipt of RM415 million while retaining potential participation in future profits.

For EXSIM, the agreement provides development rights over a prominent freehold KLCC site, together with responsibility for executing the proposed project.

From a wider property perspective, the transaction demonstrates continued commercial interest in selected KLCC development opportunities.

However, one high-value agreement should not be treated as proof of stronger demand across every segment of the Kuala Lumpur property market.

The proposed hotel residences will eventually need to compete with existing and future accommodation supply, while the retail component must establish a viable tenant mix and commercial positioning.

Construction feasibility, development approvals, funding, operating costs and market demand will remain central considerations.

KLCC Development Moves Beyond the Financial Agreement Stage

The full receipt of RM415 million removes the outstanding payment uncertainty associated with UEM Sunrise’s guaranteed entitlement.

It also marks a clearer division of responsibilities between the landholding company and EXSIM as the designated development party.

For Kuala Lumpur, the longer-term significance lies in how the 1.59-acre site will eventually be developed within the established KLCC commercial precinct.

The financial commitment has now been fulfilled, but the project’s next meaningful milestones will be regulatory approvals, confirmed development specifications and the commencement of construction.

Until those details are announced, the transaction is best understood as a completed development-rights payment milestone for a proposed mixed-use development, rather than a completed KLCC property project.
