Paramount and Mitsui Fudosan Form RM1.34 Billion JV for The Ashbourne
Paramount Corporation Bhd has entered into a joint venture with Japan’s Mitsui Fudosan (Asia) Malaysia Sdn Bhd to develop The Ashbourne, a RM1.34 billion luxury serviced residence project in Kuala Lumpur’s U-Thant enclave.
The agreement, announced on 4 November 2026, involves Mitsui Fudosan acquiring a 49% equity interest in Meridian Kuasa Sdn Bhd, Paramount’s project company, for approximately RM23.06 million in cash.
Upon completion of the proposed transaction, Paramount will retain a controlling 51% stake, while Mitsui Fudosan will become its joint venture partner.
The Ashbourne is planned on approximately 3.7 acres of freehold land off Jalan Ampang, with 458 serviced residences across two towers. Construction is targeted to commence in the fourth quarter of 2026, with completion expected by the fourth quarter of 2030.
The partnership adds an international development partner to one of Paramount’s largest premium residential projects in Kuala Lumpur.

Paramount Retains 51% Control of The Ashbourne
The transaction will be undertaken through Meridian Kuasa Sdn Bhd, which acquired the development land earlier this year.
Under the conditional share sale and purchase agreement, Mitsui Fudosan will acquire 122,500 ordinary shares representing 49% of Meridian Kuasa’s equity.
Paramount will retain majority ownership and continue to oversee the project’s principal development activities.
Its wholly owned subsidiary, Paramount Property Development Sdn Bhd, will assume primary responsibility for project management, sales and marketing.
The RM23.06 million consideration relates specifically to the proposed equity transfer. It should not be confused with the project’s RM1.34 billion estimated gross development value or the original land acquisition price.
The agreement remains subject to the stipulated transaction conditions.
Paramount group chief executive officer Jeffrey Chew described the partnership as an opportunity to combine the group’s local development experience with Mitsui Fudosan’s international expertise and market reach.
The company also expects the collaboration to support future business opportunities beyond The Ashbourne.
From RM258 Million Land Acquisition to RM1.34 Billion Development
The Ashbourne occupies Lot 20009, Seksyen 89A, Bandar Kuala Lumpur, a freehold commercial parcel measuring approximately 14,974 sq m.
Paramount completed the acquisition from IOI Properties in June 2026 for RM257.89 million.
At the time, the proposed residential development carried an estimated GDV of approximately RM1.1 billion.
The latest joint venture announcement places its estimated GDV at around RM1.34 billion, reflecting a higher projected development value.
However, the revised GDV should not automatically be interpreted as an increase in selling prices. Changes in the development concept, unit mix, specifications and underlying financial assumptions may also influence a project’s estimated sales value.
The land was independently valued at approximately RM258 million in October 2026.
Its location adjacent to ALTY Orthopaedic Hospital places the development within an established residential and commercial area near KLCC.
The Ashbourne Offers 458 Private Serviced Residences
The Ashbourne is designed for the premium residential segment, with two towers comprising approximately 458 serviced residences.
Planned unit sizes range from 1,491 to 2,661 sq ft, offering substantially larger layouts than many compact serviced apartment developments in central Kuala Lumpur.
The project emphasises privacy through dedicated lift lobbies, with residential layouts intended for households seeking more generous living environments.
This positioning is particularly relevant to family buyers, owner-occupiers and purchasers considering long-term residence near KLCC.
The U-Thant enclave is an established residential neighbourhood known for its diplomatic premises, mature condominiums, international schools and proximity to the Kuala Lumpur city centre.
The Ashbourne also benefits from access to Ampang Park MRT and LRT stations, connecting residents to the wider Klang Valley public transport network.
Nevertheless, buyers should assess actual unit pricing, floor plans, density, maintenance charges and building management arrangements before making a purchase decision.
Mitsui Fudosan Expands Its Malaysian Residential Partnerships
Mitsui Fudosan brings international real estate development experience to the partnership.
The Japanese group already participates in several Malaysian property ventures, including residential developments with S P Setia.
Its projects include a residential joint venture at Setia Federal Hill in Kuala Lumpur and a separate landed housing development in Setia EcoHill, Semenyih.
The group has also participated in major commercial and hospitality developments, including Mitsui Shopping Park LaLaport Bukit Bintang City Centre.
For Paramount, partnering with an established international developer could strengthen project execution, design coordination and access to overseas buyers.
For Mitsui Fudosan, The Ashbourne provides an opportunity to participate in Kuala Lumpur’s premium serviced residence segment through an established local development partner.
However, Japanese participation should not be interpreted as a guarantee of construction quality, investment returns or stronger property appreciation.
The practical value of the partnership will depend on how the two companies combine their capabilities throughout development and delivery.
What the Partnership Means for The Ashbourne Buyers
The joint venture introduces a new ownership structure behind The Ashbourne while allowing Paramount to retain operational leadership.
This is relevant to prospective buyers because the developer’s financial capacity, project management arrangements and construction responsibilities are important considerations for an under-construction property.
Paramount’s earlier developments in the surrounding Jalan Ampang corridor, The Ashwood and The Atrium, have both achieved full sales take-up, providing some evidence of the group’s experience in this residential market.
However, The Ashbourne will enter a competitive premium property segment containing established condominiums and newer developments.
Its larger layouts and private lift access may appeal to buyers prioritising personal occupation rather than short-term rental yields.
For investors, the project’s eventual performance will depend on its purchase price, achievable rental rates, tenant profile, maintenance costs and competing residential supply.
The involvement of Mitsui Fudosan adds another dimension to the development team, but it does not remove normal market and construction risks.
The Ashbourne Enters Its Next Development Phase
The proposed 51:49 joint venture marks an important milestone in Paramount’s plans for The Ashbourne.
After completing the land acquisition in June 2026, Paramount has secured an international partner for a development with an estimated GDV of RM1.34 billion.
The arrangement also allows Paramount to retain project leadership while sharing ownership with Mitsui Fudosan.
For Kuala Lumpur’s U-Thant residential market, the collaboration introduces a new partnership behind a sizeable freehold development targeting buyers who value space, privacy and central-city accessibility.
The next milestones will be completion of the joint venture transaction, construction progress and the project’s actual market reception.
For purchasers evaluating The Ashbourne, the partnership is a relevant development update, but the final decision should continue to rest on pricing, residential suitability, delivery standards and long-term ownership costs.
